Construction of a Different Sort

Military construction, or MILCON, is the process of constructing and maintaining real property assets for use by the U.S. Dept of Defense — the military.  According to 10 U.S.C. 2801, MILCON “includes any construction, development, conversion, or extension of any kind carried out with respect to a military installation”.  These projects are congressionally authorized and appropriated, and include construction projects for all types of buildings, roads, utility systems, and other critical infrastructure.  MILCON projects typically involve new construction of facilities and support systems but can also address maintenance and repairs on existing structures as well as demolition when necessary.  Since each branch of the U.S. military has its own set of requirements when it comes to MILCON, it is important for companies working in this field to have an understanding of the specific needs and regulations that apply.

MILCON projects are often highly complex and require specialized expertise from architects and engineers as well as contractors who understand the particular challenges involved in building on military bases.  This includes the ability to work with special materials for certain projects, such as reinforced concrete and advanced building systems like those used in blast-resistant structures.  Companies also need to be familiar with the Government’s contracting process and have a good understanding of the applicable regulations.  All MILCON projects are subject to the Federal Acquisition Regulation (FAR), which outlines the rules and regulations for every aspect of the project, from bidding and awarding contracts to monitoring progress and ensuring timely completion.  Companies must have a detailed understanding of the FAR to ensure that their processes comply with the law and avoid potential risks or penalties.  Given the specialized nature often involved and the dedication to supporting our armed forces, working in the field of military construction can provide great job satisfaction for those with the necessary skills.

It's important for companies working on MILCON projects to stay up to date on the latest advancements in construction technology and material innovation.  This includes keeping abreast of new regulations and industry standards as they develop, so that projects are completed to the highest quality standards possible.  Additionally, because a great deal of military construction involves working with hazardous materials, contractors must also be knowledgeable about safety protocols and mitigation measures for working with these materials.  There is also a great deal of careful planning and execution throughout the entire design and construction processes.  Having these knowledge bases and skillsets helps make sure that MILCON projects are completed safely, accurately, and on schedule.  This will ultimately help to ensure that the end user — the fighting men and women in uniform — will have what they need to be at their optimum mission readiness.
